Ø Steve Ries reported a beginning balance of $15,780.63 in the treasury.
Ø Total deposits were $25,261.00 (club dues).
Ø Total bills paid were $29,549.25.
Ø Ending balance of $11,492.38.
Ø Steve reminded all clubs to pay their dues - they are currently due. If your club has not yet paid its dues, please mail your check to Steve ASAP.

David Katz e-mailed
all of the details of officials clinics, rep meeting, coaches meeting, and
scoring table training that will be held on Saturday, June 7 and other dates. All officials MUST be recertified this year.

stressed that, during referee training, extensive information concerning place
judges will be given to referees. It will
be the responsibility of all referees to relay this information to place judges
at each pre-meet meeting.

recommended that all Tri Co reps become certified as Stroke and Turn Officials,
not so much so they can officiate, but so they can become more familiar with
the technical swimming rules.

Patterson noted that all reps must attend the June 7 meeting or send a delegate
in their place as meet cards, meet ribbons, etc. will be distributed at this
time. Nothing will be hand delivered.

Rule 13 - Section 1
Current rule
Appeals and Protests -
The decision of the Referee in matters of
judgment is considered
final and may not be appealed. Decisions
based on these rules
and the interpretation thereof may be referred to
the Swimming
Coordinator. If the question cannot be resolved, it may
be referred to the
TCSPA Appeals Committee for final decision.
Except as herein
stated, protest or notice of appeal should be made to
the Referee within
thirty minutes after the conclusion of the meet and
confirmed in writing
within one week. Should the Referee encounter
any unusual conditions
during a meet necessitating disciplinary
penalties he shall
refer to the code of conduct procedures. (See
Appendix A)
Proposed change
Appeals and Protests –Decisions of the Referee in regards to swimming infractions are considered final and may not be appealed. Referee decisions based on the interpretation of these rules and the interpretation of non-swimming related USA Swimming rules may be appealed to the Swimming Coordinator. If a team wishes to appeal a Referee’s decision or protest the conduct of a meet, the team’s Tri-County representative or authorized representative must notify the meet Referee within thirty (30) minutes of the end of the final event of the meet.
As soon as possible, but not longer than 24 hours after the end of the swim meet, the Tri County representative or authorized representative for the team filing the appeal/protest shall contact the Swimming Coordinator and provide the details of the appeal/protest. (The Swimming Coordinator may ask that the details be provided in writing.) After receipt of the required information, the Swimming Coordinator will conduct an investigation and render a decision.
After both teams receive the Swimming Coordinator’s decision, they shall have 48 hours to appeal that decision to the Appeals Committee. Requests to the Appeal Committee shall me made to the TCSPA President. Upon notification of the appeal, the President shall attempt to assemble the Appeals Committee to hear the appeal within 72 hours.
