MINUTES OF THE TRI COUNTY MEETING              OCTOBER 10, 2006

 

President John Mahon called the meeting to order at 8:08 PM at Riverton Country Club.  The minutes of the July meeting were approved.

 

John stressed to all reps to confirm their e-mail addresses and to check for accuracy.

 

The following new reps were introduced:

Treasurer’s Report

Ø      Paul Patterson reports there is a balance of $13,140.49 in the treasury.

Ø      His report was incomplete due to the necessity of meeting with Meadowbrook to finalize monies for the 2006 Tri County Championship Meet.

Ø      We owe about $2000.00 in insurance for additional swimmers beyond the initial estimated budget.

 

Swimming

Ø      David Katz thanked all clubs for supplying all necessary volunteers to run the Tri County Championship Meet.

Ø      Good officiating with very few problems.

Ø      David recommends shortening the session on Sunday especially in the event that the Saturday sessions would need to finish on Sunday due to weather, darkness, etc.

Ø      Suggestions to shorten the sessions include faster qualifying times to limit the session of prelims to 4 heats, Limiting relays on Sundays to one or two heats, and reducing the number of individuals in finals from 18 to 12.

Ø      Open discussion was held on the above.

Ø      David asks reps to discuss this issue with their coaches and clubs and e-mail any suggestion to him.

 

Computer

Ø      Joe Crick states that all reps received a CD (in PDF and Word) containing the entire 2006 season.

Ø      Contents on the CD were listed on the sheet that was included with each CD.

Ø      2007 A Meet Schedule is available.

 

B Meets

Ø      Sue Montchyk of Haddon Glen will again handle the schedule.

Ø      Begin thinking about the 2007 B Meet schedule.

Ø      E-mail Sue @ smmafam5@aol.com with your requests.

Tri County Championship Meet

Ø      Report by Jay Doskis. 

Ø      Jay thanked all for their help and was very appreciative for everything.

Ø      Jay stated that he learned new things and met new people.

Ø      He feels that is great potential for profit through sponsors.

Ø      Book to be handed to Erlton for 2007 Championships.

 

New Business

Ø      Rule Changes

 

Proposal  #1     Relay Cards

 

Discussion: I am unclear about the benefit of the current requirement of placing swimmer names on relay cards and having the times check them off before the race.

 

The only clear consequence of this requirement is that each year some relays either don’t get to swim, or are allowed to swim, but are administratively disqualified because the coach was not meticulous about putting appropriate name on the relay cards.  I have also heard anecdotal comments that when an omission is discovered before the race, that swimmers are ‘coached’ to give another swimmers name when asked.

 

The use of the relay also complicates the preparation for the Championships and introduces an unnecessary opportunity for error and confusion.

 

Since I have been involved with Tri-County, I have seen no other outcome of the use of relay cards with name.

 

Proposal:          Eliminate the use of club submitted relay cards for Tri-County Championships completely.

 

Proposals 2, 3 & 4 relate to Tri-County swimmers whose individual or family religious beliefs prohibit them from competing on any Sunday.  I would like to note that South Jersey Diving, which has its one-meter qualifying, meets only on Sunday, allow individuals in the non-Sunday category to dive one meter during a three-meter meet held during the week.  Their championships are held during the week.

 

Proposal #2      Registering as a Sunday Restricted Swimmer

 

The first proposal is that any Tri-County Swimmer who falls into the category of not being able to compete on Sunday be required to declare his/her status to the Secretary of Tri-County before the first dual meet of the season.  An additional constraint on this declaration is that the swimmer must declare this status for at least two seasons.  This would eliminate those who are going on vacation in August who would like to swim only on Saturday.  The request must be remade each year for two years, and is binding for those two seasons.  A swimmer in their last year of competition may not request this status.

 

 

Proposal #3 Championship Relays with Non-Sunday Swimmers

 

Upon formal request by the appropriate swim club, which has a declared non-Sunday swimmer, the affected relays will be scheduled to swim on Saturday in their appropriate position relative to the seed times of the Saturday relays.

 

Two constraints – the non-Sunday swimmer must have been a regular swimmer on the specified relay during the season – at least two meets – and must be one of the four swimmers in the relays on Saturday of Championships.

 

 

Proposal #4      Non-Sunday Swimmers who qualifies for Championship Sunday Finals

 

Discussion:       I believe that there is an equivalent need to be responsive to non-Sunday swimmers in Tri-County, but non-Sunday individuals who qualify for Sunday Finals present a much more difficult challenge that the relays.

 

The three options that have been suggested are the following:

 

1.                  Allow the qualifying non-Sunday swimmer to retain his place in the Sunday Finals heat he/she qualified for and automatically get the appropriate award for the last place in the heat.

2.                  Allow the qualifying non-Sunday swimmer to retain his place in the Sunday Finals heat he/she qualified for and use his qualifying time to place him/her in the final heats results with the appropriate award.

Require a non-Sunday swimmer who qualifies for Sunday Finals to have an additional swim on Saturday with that time used to determine his position in the heat results on Sunday.

Proposal #5  “In the championship meet, when electronic timing is used, the lead-off relay split can be used for league records in accordance with USA swimming rules.”

Pheasant Run

 

Proposal #6 All pools must conform to US Swimming rules in accordance with facility specifications.

 

Nancy Saffos of Woodbine will draw up a specific rule change to address this issue.

 

Ø      Tax questions in regards to Splash Fees brought to the attention of Tri County by Irene Binz.  This will be looked into further.

Ø      Volunteer needed to research Senior swimmers gifts from Tri County.  The “clocks” need an update.

Ø      Introductions of Officers and Executive Board Members for 2006-2007

o       Gene Howard – President

o       Paul Patterson – VP and Treasurer

o       Kathy Fitzpatrick – Secretary

o       David Katz – Swimming Coordinator

o       Joe Crick – Computer

o       Anyone interested in assuming the office of treasurer should contact Gene Howard or any member of the Executive Board.

Ø      Fond farewell to John Mahon as President of Tri County.  Gene Howard offered John special thanks for all of his work with Sunnybrook and Old Orchard at the 2005 Tri County Championship Meet.  John exemplified himself in his role as President.

Ø      Do we want to go inside at GCIT for the Tri County Championship Meet in 2007?

o       Discussions included the following:

§         Joe Crick stated that it should be up to the host club.

§         Cost issues at GCIT.

§         Inside vs Outside

§         Joe Crick suggests a one-year provision for Erlton (host in 2007) to make the decision.  Paul Patterson will speak with his club on the above and report at the next meeting.

Next meeting is January 9, 2007 at 8:00 PM at Riverton Country Club.

Addendum

Ø      Tri County was very sad to learn of the death of our friend and fellow rep, Don Heaney of Downs Farm.

Ø      A personal note was sent to Don’s family and a donation was made to the American Heart Association on behalf of Tri County.
