President John Mahon called the meeting to order at 8:08 PM at Riverton Country Club. The minutes of the July meeting were approved.

reducing the number of individuals in finals from 18 to 12.

Rule Changes
Proposal #1 Relay Cards
Discussion: I am unclear about the benefit of the current requirement of placing swimmer names on relay cards and having the times check them off before the race.
The only clear consequence of this requirement is that each year some relays either don’t get to swim, or are allowed to swim, but are administratively disqualified because the coach was not meticulous about putting appropriate name on the relay cards. I have also heard anecdotal comments that when an omission is discovered before the race, that swimmers are ‘coached’ to give another swimmers name when asked.
The use of the relay also complicates the preparation for the Championships and introduces an unnecessary opportunity for error and confusion.
Since I have been involved with Tri-County, I have seen no other outcome of the use of relay cards with name.
Proposal: Eliminate the use of club submitted relay cards for Tri-County Championships completely.
Proposals 2, 3 & 4 relate to Tri-County swimmers whose individual or family religious beliefs prohibit them from competing on any Sunday. I would like to note that South Jersey Diving, which has its one-meter qualifying, meets only on Sunday, allow individuals in the non-Sunday category to dive one meter during a three-meter meet held during the week. Their championships are held during the week.
Proposal #2 Registering as a Sunday Restricted Swimmer
The first proposal is that any Tri-County Swimmer who falls into the category of not being able to compete on Sunday be required to declare his/her status to the Secretary of Tri-County before the first dual meet of the season. An additional constraint on this declaration is that the swimmer must declare this status for at least two seasons. This would eliminate those who are going on vacation in August who would like to swim only on Saturday. The request must be remade each year for two years, and is binding for those two seasons. A swimmer in their last year of competition may not request this status.
Proposal #3 Championship Relays with Non-Sunday Swimmers
Upon formal request by the appropriate swim club, which has a declared non-Sunday swimmer, the affected relays will be scheduled to swim on Saturday in their appropriate position relative to the seed times of the Saturday relays.
Two constraints – the non-Sunday swimmer must have been a regular swimmer on the specified relay during the season – at least two meets – and must be one of the four swimmers in the relays on Saturday of Championships.
Proposal #4 Non-Sunday Swimmers who qualifies for Championship Sunday Finals
Discussion: I believe that there is an equivalent need to be responsive to non-Sunday swimmers in Tri-County, but non-Sunday individuals who qualify for Sunday Finals present a much more difficult challenge that the relays.
The three options that have been suggested are the following:
1. Allow the qualifying non-Sunday swimmer to retain his place in the Sunday Finals heat he/she qualified for and automatically get the appropriate award for the last place in the heat.
2. Allow the qualifying non-Sunday swimmer to retain his place in the Sunday Finals heat he/she qualified for and use his qualifying time to place him/her in the final heats results with the appropriate award.
Require a non-Sunday swimmer who qualifies for Sunday Finals to have an additional swim on Saturday with that time used to determine his position in the heat results on Sunday.
